As per the Borough Charter.
The annual borough meeting for the consideration of the budget and the transaction of other business shall be held on the second Monday of April at such hour and at such place as the council may determine. Special borough meetings shall be called by the council when required under the terms of this charter and the council shall convene a special borough meeting on application of twenty (20) inhabitants qualified to vote in borough meetings, within ten (10) days after receiving such application. Any borough meeting may be adjourned from time to time as the interests of the borough may require.
